Extra Care Housing Model

Thank you to everyone who took part in the Extra Care Housing consultation.  

A total of 136 online consultation responses were received, including feedback from tenants, families, carers, staff, providers and members of the public. The results showed strong support for the proposal, with 94% of respondents supporting or strongly supporting the model. Feedback highlighted the importance of having a consistent team of Council-employed staff, maintaining independence, and providing reassurance through access to support 24/7. People also raised valuable points in relation to the importance of ensuring the model is successfully implemented, including consideration of staff training requirements and embedding safe staffing levels. This feedback helped shape the proposed final model.  

Following a decision by Cabinet on Monday 12 October, we are pleased to inform you that a final model has now been approved. Between now and the end of March 2027, we will prepare to implement the following for existing tenants at Bakers Field Court and Potteries Court: 

  • The Extra Care Housing service will be registered with the Care Quality Commission. 

  • One team of Council employed staff will be available on-site to meet the assessed care and support needs of tenants. 

  • Access to support from staff will be available across the schemes 24 hours a day, 7 days a week. 

  • The weekly support charge remains unaffected. 

  • Tenants with assessed care needs will continue to be financially assessed to determine their contribution to the cost of their care. 

  • Tenants that wish to receive care from the team of staff based on-site will be required to sign a Support Agreement between them and the Council. 

Tenants living at the Oak Trees site, who remain opted-in to Extra Care Housing, will continue to receive wellbeing calls, where assessed as required. 

The changes will come into effect from 1 April 2027.

Tell us what you think about the proposed Extra Care Housing model

Extra Care Housing provides self-contained homes for people aged 55 and over within a supported community setting. It offers a flexible alternative to residential care by helping people stay independent, with access to professional support when they need it, in their own tenancy.  

There are two schemes in Rotherham: 

  • Bakers Field Court in Herringthorpe 

  • Potteries Court in Swinton 

Both schemes are owned by Together Housing and include communal facilities such as gardens, activity rooms, cafés open to the public, scooter stores and laundry facilities. Support is currently delivered by a combination of Council-employed staff and independent care providers. 

Currently, tenant care and support needs are met by independent providers, based off-site. Care and support refers to practical and emotional help, tailored to adults that need assistance to manage daily life, stay independent, and improve their wellbeing.  

Why your views matter

We are asking for your views on how care and support should be delivered to tenants living in Extra Care Housing. Our intention is to strengthen our approach. We want to make sure the right level of care and support is available to tenants at the right time by ensuring support is available on-site 24 hours daily, with staff on hand to respond to varied and changing care needs.
